Starter is getting power from somewhere and by eliminating the wiring fault you can direct your attention to the other items. There is no solenoid on an '89 starter, and the Bendix IS the gear; it's not what makes the gear move out. (phone app link) If that style of starter spins without driving the ring gear, the Bendix has probably failed. It's not something a bench test will detect. Buy a better starter - I prefer MotorCraft, if you can find one. When the ignition switch is turned to the start p [osition and the purplewire is energized, the solenoid pops out and when the ignition is released the solenoid rod SHOULD pop back down ( a spring assists this). If the solenoid rod sticks, the switch inside the solenoid assy will stay in contact letting the starter continue to spin.
